Default "R/D Ebon Dust Ranger" Would this work?

Marksmanship 12+1+1
Earth Prayers 9
Expertise 9+1

Ebon Dust Aura {E}
Savage Shot
Needling Shot
Read the Wind/Seeking Arrows
Whirling Defense
Staggering Force
Mystic Regeneration
Rez Signet

Equipment
Ebon shortbow of Enchanting
Druid/Radiant armor (+en)
Marksmanship Mask
Best Vigor you can affor/use and runes of attunement would be a big boost for energy.

Summary
This build uses the Elite Enchantment "Ebon Dust Aura" to constantly cause blindness to enemy warriors, while if needed also putting presure on the enemy back-lines with Distracting/Savage shot. It wont deal too much damage, but it will deter (sp?) enemy warriors by blinding them very rapidly by using a shortbow which will be good for supporting ally monks. This was intented for PvP usage but might be able to be modified for PvE usage. Needling Shot MUST be used for Ebon Dust Aura to take effect.

Give me a whisper if you test this in-game.

Hrmm you can use Savage Shot as well since that falls under an attack skill. Is there any other substitute for needling shot? Maybe Called shot so it can't be blocked or evaded?

Well, Needling I like due to the ability to Spam it, but Called would be good as well.
